Avon and Somerset Police said the blast killed Shaw, 35, and Kelly, 41, at about 06:30 BST on Sunday on Sterncourt Road in Frenchay.
Police said they were called at 06:17 to a domestic-related incident in which a man had forced entry, and Shaw's death is being treated as homicide.
The force will make a mandatory referral to the IOPC because of previous police contact with Shaw over other domestic incidents before the explosion.
