The Miami-Dade Sheriff's Office arrested the off-duty US Secret Service officer in Florida while he was assigned to the Miami District from Washington, DC.
Secret Service officials said Spillman had been part of an exterior security screening detail, but his assignment ended the previous day and he was off duty when arrested.
Chief of Police Richard MacAuley said the alleged conduct was unacceptable, and Spillman was immediately placed on administrative leave pending the criminal case and an internal investigation.
