Russia's Digital Ministry said the curbs were lifted by midday Tuesday, after morning outages also hit St Petersburg ahead of Saturday's Victory Day events.
Authorities said the measures were tied to security concerns, but warned further restrictions were possible while officials and law enforcement finalise a whitelist of protected websites.
