Two unidentified drones briefly entered Finnish airspace near the Russian border on 3 May, prompting Orpo to tell Zelensky in Yerevan the violations were unacceptable.
Finland imposed temporary aviation restrictions off Kotka and Hamina, launched a Border Guard investigation and said there was no immediate military threat; Ukraine had not publicly commented.
The incident coincided with an alleged Ukrainian strike in Russia's Leningrad region. Finland has reported four drone airspace violations this spring and is discussing drone technology cooperation with Kyiv.
