The policy took effect Monday in Seattle, with Superintendent Ben Shuldiner saying it follows a pilot at five schools.
Students in grades K-8 must keep phones off and away all day, while grades 9-12 may use them during lunch and passing periods but not in class.
The district said the rules aim to improve focus and digital citizenship, with exceptions for medical needs, individual education programmes, accommodations and emergencies.
