At the south France resort near Montpellier, a former local said swingers now make up 40% of clientele, while police, security and lifeguards monitor the beach from a control tower in summer.
The village charter bans pornographic activity, public sexual behaviour and voyeurism, which can draw a €15,000 fine, but visitors and a journalist reported witnessing sex acts and masturbation on the beach.
Cap d’Agde, billed as the world’s largest naturist village, hosts more than 12 million overnight stays annually and up to 45,000 daily peak-season visitors, with reviews split between family concerns and praise from open-minded couples.
