The report said 76% of apps on 2024 Office of Intelligence and Analysis devices were risky, prohibited or enabled prohibited activities, affecting roughly 800 employees.
It found staff could reuse old passcodes, install unapproved apps and travel abroad without proper phone authorisation or protections against foreign interception.
DHS said it accepted the recommendations, had already made some fixes and would review removing prohibited apps and updating foreign-travel guidance for mobile devices.
