Mayor Burkhard Jung said three people were seriously hurt and many others injured in the central eastern German city, while police arrested a 33-year-old German man.
Saxony premier Michael Kretschmer said the suspect may have mental health issues, and officials said he surrendered without resistance as police mounted a large operation and closed roads.
The city called it a mass casualty event. The incident follows a series of car-ramming and stabbing attacks in Germany, including deadly cases in Mannheim, Munich, Magdeburg and Solingen.
