A 46-year-old man and 38-year-old woman were arrested in Romford on Monday and remain in custody after the 27 April attack in north London.
Metropolitan Police said the arrests were made in a counter-terrorism investigation into suspected arson with intent to endanger life after the wall was damaged.
The memorial displayed photos of protesters killed in Iran and commemorated victims of the 2023 Hamas attack on Israel's Nova music festival, alongside a message supporting the Jewish community.
