FreedomPacific Samoa Limited will test the products for nine months from 4 May 2026 to 3 February 2027 under Samoa's regulatory sandbox.
The mobile wallet enables electronic money storage, transfers and merchant payments, while the linked contactless card supports tap-and-go purchases under user limits, transaction caps and strict supervision.
Officials said the products are not yet fully licensed financial services, and the sandbox is meant to expand financial access while protecting customer funds, data security and complaint handling.
