Police said more than 70 dirt bikes, ATVs and other vehicles were impounded after riders crossed the bridge westbound to San Francisco, then returned eastbound.
CHP and Oakland officers stopped traffic to detain the group, but many riders fled on foot, abandoning their bikes and quads, officials said.
Oakland police earlier cited two arrests and 50 to 60 impounded bikes, while firefighters also rescued a person who jumped into the water during the incident.
