French officials said the women, believed to be in their 20s, were found dead inside an overcrowded boat carrying 82 people near Neufchatel-Hardelot after its engine failed.
Seventeen people were rescued at sea and 16 taken to hospital, including three seriously injured, as investigators examine who organised the attempted crossing from northern France to Britain.
The deaths are the latest in a string of fatal Channel crossings, despite a new three-year UK-France border deal worth up to £660m and French claims arrivals in Britain have fallen this year.
