Speaking on Saturday, Germany's defence minister said Washington's planned withdrawal of 5,000 troops from Germany had been anticipated.
He said Europe must strengthen NATO's European pillar to remain transatlantic, while NATO said it was working with the US to understand the Pentagon's decision.
A NATO spokesperson said the move by the Trump administration underlined the need for Europe to invest more in defence; about 35,000 US service members are stationed in Germany.
