The vote will fill Georgia's 13th District, an Atlanta-area Democratic stronghold, for the remainder of Scott's term after his death on 22 April at age 80.
Scott's name will still appear on the 19 May Democratic primary ballot, even though early voting has already begun and rivals must now weigh running parallel campaigns.
Candidates include state lawmakers Jasmine Clark and Emanuel Jones, school board member Everton Blair Jr., TV personality Heavenly Kimes, and Scott's daughter Marcye Scott, who plans to run.
