Signed in Washington on Friday, the order authorises secondary sanctions and can hit people, entities, affiliates, agents, officials and supporters tied to Cuba's security apparatus.
White House officials said it also targets those complicit in corruption or serious human rights abuses, though no specific individuals or organisations were immediately identified.
The move follows earlier US pressure that cut Venezuelan and Mexican oil supplies to Cuba, worsening fuel shortages blamed for three nationwide blackouts and some foreign airlines suspending flights.
