Organisers said 168 activists were moved from an Israeli army ship to Greek boats on Friday, while two remained with Israeli authorities after the seizure near Greece.
The Global Sumud Flotilla says 22 boats have been intercepted, but 47 others carrying food, medical supplies and equipment are still sailing off southern Crete.
The vessels were heading from Barcelona to Gaza when Israel halted them on Wednesday. Turkiye and Spain called the action illegal, while Washington threatened consequences for flotilla supporters.
