The Democratic-led chamber approved $25bn for education, $63bn for government and a separate $1bn supplemental bill including $152m for Selfridge Air National Guard Base.
The plan raises per-pupil school funding to $10,300, boosts university funding by 4%, and shifts existing revenue to cover Medicaid pressures linked to federal cuts.
It now heads to negotiations with the Republican-led House, whose budget is far smaller, ahead of a July 1 target after last year’s delayed process nearly triggered a shutdown.
