Polk County deputies said the 68-year-old offered $200 to an undercover officer posing as a father selling access to a 13-year-old girl.
Hicks was among 19 suspects arrested in the multi-day operation, which led to 85 felony charges and eight misdemeanours, authorities said.
Before his arrest, Hicks worked at Tri-County Human Services and has since been fired; the clinic said he had no access to clients or child records.
