In an April 29 letter, ADA asked the FTC Healthcare Task Force to examine transparency, with federal analysis showing the top three stand-alone group dental insurers hold 38% to 97% market share across states.
The association said concentration can mean narrow networks, delayed care and take-it-or-leave-it contracts for dentists, and urged scrutiny of network leasing, vertical integration and opaque contracting arrangements.
ADA also flagged ERISA-related gaps in self-funded plan oversight and limited transparency in Medicare Advantage dental benefits, noting only 8.4% of plans offered comprehensive coverage and 4.1% of beneficiaries were enrolled.
