The proposed line would run from the Canadian border in Phillips County, Montana, to Guernsey, Wyoming, carrying 550,000 barrels a day initially and potentially 1.1 million.
Comments are open until May 1, after which agencies must prepare a draft and final review; the project would also need a presidential border-crossing permit and Army Corps approvals.
Critics say it could revive parts of the cancelled Keystone XL effort under a different route, though most of the pipeline would cross private or state land and less than 100 miles federal land.
