Meta bought Manus for $2bn last year; a contractor said they led 10-20 creators, while TikTok removed many videos and banned several accounts after inquiries.
Manus confirmed using third-party paid creator programmes on TikTok, Instagram and YouTube, but said creators were responsible for disclosure and that it was reviewing flagged posts and earnings claims.
Legal experts said the campaign may breach platform rules and laws in the UK, EU and US. Meta did not comment and faces separate uncertainty over the deal after Chinese regulators blocked it.
