The Massachusetts Democrat told CNN the alleged “double tap” on suspected drug boats killed survivors clinging to wreckage and compared Hegseth’s actions to prosecuted Nazi submarine commanders.
At a House Armed Services Committee hearing, Moulton said the strikes may have hit fishermen rather than “narco terrorists”, while Hegseth replied the military follows rules of engagement.
The Pentagon did not immediately comment on the allegations, which escalate scrutiny of the Trump administration’s Caribbean interdiction campaign and its legal basis under the Geneva Conventions.
