The House bill, introduced Monday, would take effect in 2027 and came as Inver Grove Heights joined Elk River, Champlin, Zumbrota and Plainview in flying the 1893 flag.
It would reduce state aid to cities or counties using any flag other than the redesign certified by the State Emblems Redesign Commission, whose new design was adopted in 2024.
The commission approved the replacement 11-1 in 2023 after criticism that the old flag's imagery was offensive to Native Americans, while Republican House Speaker Lisa Demuth called the bill "dead on arrival."
