The application, filed through Amazon Kuiper Kenya Limited, seeks a 15-year Network Facilities Provider Tier 2 permit covering all 47 counties after Nigeria granted a seven-year licence in January.
The Kenyan licence would let Kuiper build telecom infrastructure nationwide, though it must seek spectrum locally and meet rules including a KES 15 million fee and 30% local ownership.
Approval would deepen competition in Kenya’s broadband market, where Starlink had more than 22,000 subscribers by December 2025 and local operators Safaricom and Jamii Telecommunications remain dominant.
