NSS Opposes Kerala Rule on 100% Exchange Hiring for Aided School Temporary Teachers

Summary
NSS said Kerala’s new directive would force aided schools to fill all temporary teaching vacancies, including leave posts, only from employment exchange lists and should be withdrawn immediately.
Section 11 of the Kerala Education Act and Chapter XIV A of the rules give aided school managers sole appointment authority, NSS said, arguing the Director of General Education cannot alter that through a circular.
G. Sukumaran Nair also said exchange-based hiring—driven mainly by seniority—could weaken subject-specific recruitment, especially in higher secondary classes, and delay urgent replacements for maternity or medical leave.
The group further alleged the rule would unfairly favor reserved-category candidates, infringe managers’ Article 19(1)(g) rights, and undermine the aided school system more broadly.
