Indonesia Reviews Court Order on Unused Data Quotas Under Ruling No. 273/PUU-XXIII/2025

Meutya Hafid said the Communications and Digital Ministry has begun reviewing the Constitutional Court ruling and may revise regulations so mobile operators comply.
Decision No. 273/PUU-XXIII/2025 partly granted a lawsuit and requires telecom providers to offer ways for customers to keep using paid but unspent internet quota.
The court said consumer protection could include quota rollover, validity extensions, benefit transfers, compensation, refunds or other proportional safeguards for prepaid and postpaid users.
Meutya said implementation must protect consumer rights while preserving investment sustainability and the quality of Indonesia's telecommunications networks.
