Public health experts and the CDC, however, are far more direct: they describe the MMR shot as the best protection against measles, with two doses about 97% effective and one dose about 93% effective. They also warn that measles is among the most contagious human viruses and that falling vaccination rates are helping fuel outbreaks, especially in under-vaccinated communities. So the gap is not over whether the vaccine is effective. It is over whether the state’s top health official should actively promote it during an outbreak.
