Summary

The exchanges reflect a deeper escalation behind the front lines even as battlefield positions remain largely static, pushing the civilian toll to its highest level since 2022.
On the military front, Russia said it captured Bilytske near Pokrovsk, while Ukraine said it repelled 42 assaults in the area over the past day.
EU envoys also agreed a 21st sanctions package targeting 218 people and entities, more than 100 banks and crypto operators, and fixing Russia's oil price cap at $44.10 a barrel.
