Water Lane Ltd has applied to Leeds City Council for outline consent to build a 540,000 sq ft employment scheme on 42 acres near Garforth, east of Leeds.
HS2 safeguarding was removed from the site, allowing the full employment allocation at Wilton to come forward for development for the first time, according to the planning statement.
The proposal includes storage and distribution space, a drive-thru, new access roads, service yards, car parking, landscaping, blue infrastructure and earthworks on land Water Lane has owned since 2016.
A separate first phase for the wider site has already won approval for a single 492,500 sq ft industrial unit immediately south of the current application area.
Wilton Developments, acting as development manager, said the scheme would add industrial and logistics space, create jobs and support Leeds' economic development goals.
