The draft would let the Transportation Department start urgent safety upgrades immediately, consolidate outside review, and block lawsuits based on missed interagency consultation requirements that now can delay projects for months.
More than 200 traffic deaths and tens of thousands of injuries each year underpin the push, after the commission said City Council rules had layered extra reviews onto even basic projects longer than 1,000 feet or three blocks.
Five proposed charter changes are headed for the November ballot, including a separate measure to cut the outdoor dining application timeline from eight months to four and save businesses about $1,800 in fees.
