Abbott Signs Order Targeting $4,000 Texas Birth Tourism Packages

Texas agencies can now investigate and penalize healthcare providers or other regulated entities that advertise, solicit or assist unlawful birth tourism schemes under Greg Abbott’s executive order.
The order lets the state revoke or suspend licenses, bar entities from state contracts, deny benefits and pursue other enforcement against businesses accused of helping pregnant foreign nationals give birth in Texas for citizenship.
Mission Regional Medical Center had advertised Spanish-language birth packages in Mexico starting at $3,950 for natural delivery and $5,525 for C-sections, though the hospital said those materials are no longer in use.
The move expands Abbott’s earlier directive to the Health and Human Services Commission to probe hospitals, while Attorney General Ken Paxton and federal officials have also tightened scrutiny of birth tourism and related visa applications.
