Costco Opens First Standalone Fuel-Only Site in California, Breaking Warehouse-and-Gas Model

Q: Will Costco's new gas stations add more services or is cheap fuel the only perk?

For now, cheap fuel appears to be the only real perk of Costco’s new standalone gas stations. The Mission Viejo, California, site is explicitly a fuel-only format: no warehouse, no convenience store, no food court, and no other retail services attached. It is Costco’s largest gas facility so far, with 40 fueling positions, and it is open only to members. Its main appeal is price. Reports say regular gas there opened around $4.79 a gallon, well below the local average in Orange County, giving members meaningful savings at a time of higher California fuel taxes. That pricing advantage is central to Costco’s strategy. Fuel has long been one of the company’s strongest tools for attracting members, increasing renewal rates, and driving more spending at nearby warehouses. Costco can afford to keep gas margins thin because membership fees make up a large share of its operating income. There is no clear sign yet that Costco plans to add services such as diesel, propane, car washes, EV charging, or food options at these standalone stations. In fact, some customer reactions have focused on disappointment that those amenities are missing. Costco’s next standalone fuel site, planned for Honolulu in 2027, is expected to follow the same basic model unless the company changes course. So based on what Costco has opened and said so far, the standalone concept is designed around one benefit above all: lower-priced gasoline.
