More than 200 workers were on the site at Place de Brouckere, where the former administrative tower is being converted into offices, restaurants, hotel rooms and apartments.
Authorities said the cause of the fire was still unclear, and Brussels Mayor Philippe Close called the incident a tragedy and pledged support for those affected.
