Finance Minister Mohammed Yisr Barnieh said Syria will shift its Finance Ministry from tax collection toward development and business partnership under a five-year reform strategy.
The plan sets 20 objectives and 156 initiatives across fiscal policy, financial-sector regulation and private-sector support, with performance indicators, transparency and accountability built into implementation.
Barnieh also said the ministry is overhauling Syria’s financial legal framework and plans to send 33 draft laws and legislative decrees to the People’s Assembly.
Damascus hosted the First Syrian-American Business Forum, where Syrian and U.S. officials, investors and business leaders discussed expanding trade, investment and private-sector cooperation.
