GOP Leaders Drop Pentagon Bill for Daylight Saving Vote as Sept. 30 Funding Deadline Nears

Summary
Nearly two weeks after the House was sent home early, Republican leaders shelved the must-pass Pentagon bill and plan a vote this week on year-round daylight saving time to try to break Rep. Anna Paulina Luna’s blockade.
Luna already blocked an earlier attempt to pair the elections overhaul with the defense bill, and leadership now doubts any immigration measure can reach the floor because moderates and hard-liners want conflicting concessions.
Fiscal 2027 State Department funding is also set for another try, including a Thomas Massie amendment to cut Israel aid that GOP leaders expect could expose Democratic divisions before Election Day.
The paralysis reaches beyond the House: appropriations are stalled ahead of the Sept. 30 deadline, while the Senate remains jammed by a spending-level fight, Mitch McConnell’s absence and Lindsey Graham’s death.
