Cejudo dominated early with a takedown and gut-wrench turns, but Dvalishvili survived the first period, kept pressing and capitalized as Cejudo faded.
A four-point move with about two minutes left gave Dvalishvili the lead, and another takedown pushed him ahead 11-8 before he shut down Cejudo's late attempt.
The win came in only Dvalishvili's second freestyle match on the RAF roster and added to his previous UFC victory over Cejudo.
Dvalishvili said he still wants a UFC trilogy with bantamweight champion Petr Yan, whom he hopes returns before the end of 2026.
