In practice, command is shared: the federal operation directs the troops on the ground, but the governor of the sending state retains the decisive authority over whether those troops are there and what mission they were sent to perform. That distinction matters because most of these deployments are described as Title 32 service. Under that status, Guard members are federally funded, yet they remain under state control rather than being fully federalized into active-duty forces. Once they arrive in Washington, they may be organized under a federal joint task force for coordination and day-to-day tasking, which is why critics say they can become “functionally federalized” in practice. Even so, governors still have important powers. They can limit the mission, object if troops are used outside the agreed scope, and pull them back. That is what Minnesota Governor Tim Walz did by ordering an early withdrawal. Michigan’s governor similarly warned that troops sent for America 250 support should not be shifted into broader law-enforcement duties. The legal complication is that the District of Columbia National Guard is uniquely under federal control, and outside state Guard units operating alongside it can be hard to separate from the broader federal mission. So the operational commander in Washington may control daily assignments, but the originating governor remains the key authority over the troops’ continued participation unless the president formally federalizes them.
