San Diego and Milwaukee may be more constrained financially. Philadelphia and Los Angeles make sense on talent grounds, but the available reporting ties Atlanta more directly to Gray’s preferences and the current market. Nothing is settled because Boston may hold if it stays in the Wild Card race. But if Gray is truly available, Atlanta is the clearest frontrunner to make the winning bid.
