Caddo Parish commissioners stopped a proposed temporary workforce housing ordinance after the parish attorney said they lacked authority to enact it without a zoning master plan.
The shelved measure was meant to prepare for housing tied to major projects including the Amazon data center, setting rules on safety standards, location limits, registration and site removal.
Commissioners said the issue could return later, but the proposal will not advance in its current form, leaving parish officials without the planned framework for worker housing oversight.
