The system is designed around per-order contributions settled monthly, with coverage attached to the worker rather than a single employer. That makes the formal financial responsibility clear: workers are not supposed to pay the premium themselves. But the deeper question is who absorbs the economic burden over time. Because the fund is run on a break-even basis, contribution rates can rise if claims are high. That means platforms with riskier workforces or worse safety records will face higher costs. Large companies may absorb some of that hit through lower margins, but many are already under pressure from fierce competition and weak profitability. In practice, part of the bill is likely to be passed on. Platforms can try to raise delivery fees, commissions or other charges, shifting costs to consumers and merchants. They may also tighten incentives or reduce payouts elsewhere, which could indirectly affect workers even if the insurance premium itself is not deducted from them. The state is the system manager and risk pool operator, but not the main day-to-day payer. Beijing’s policy choice is to make platform companies fund a basic safety net for gig labor, while leaving the market to distribute much of the eventual cost.
