84% 4G coverage and 64% 5G coverage across all operators still leave large gaps, especially in rural areas, despite the UK offering some of the cheapest mobile internet among peer countries.
Which? said inflexible planning rules, land-value disputes over tower sites and poor rail connectivity are holding back upgrades, and urged government, Ofcom and industry to boost investment and remove barriers.
