DHS said Bon, a Haitian national, entered the U.S. in July 2024 under humanitarian parole, lost that status in June 2025, was ordered to leave, but remained; the agency has now lodged an immigration detainer.
Massachusetts issued Bon a non-domiciled commercial driver's license in March 2025 and renewed it in February 2026, a licensing path the Trump administration has since moved to tighten after multiple fatal crashes.
Pahira, a trooper since 2007, had recently moved home to help care for his mother during cancer treatment, Governor Josh Shapiro said, as federal officials press states over CDL eligibility and enforcement.
