Mark Carney and Ferdinand Marcos Jr. pledged in Vancouver to deepen trade, energy and security ties, including work toward a Canada-Philippines free trade agreement.
Carney tied the push to Canada’s effort to reduce reliance on the United States, saying U.S. tariffs are chilling investment and setting a goal to double non-U.S. exports over the next decade.
The two leaders also agreed to expand defense and maritime cooperation in the Indo-Pacific, while Carney highlighted opportunities in energy security and critical minerals.
Canada is already negotiating trade deals with the Philippines and the wider ASEAN bloc, and Carney wants progress before a November Manila visit during the ASEAN summit chaired by Marcos.
