In practice, the system often rewards efficient support in the right places, not the widest support overall. It can also encourage campaigns to focus heavily on a small set of swing states rather than the country as a whole. So Emanuel’s strategic point is sound within the system’s rules: to win federal power, parties need reach beyond their core enclaves. But structurally, winner-take-all rewards broad appeal selectively—across decisive states or districts—not necessarily broad national consensus.
