The lift let the officer overtake the suspect and another officer pursuing on foot; after the van pulled over, the armed officer got out, aimed his gun and made the arrest.
Kent Police said the suspect had initially evaded arrest and was running from the scene when heavily armed officers struggled to keep up.
Supt Will Lay said the arrest might not have been possible without the unnamed driver's quick, selfless help, calling him public-spirited and thanking him for helping keep the community safe.
