Nine restricted states — Alabama, Arkansas, Florida, Kentucky, Louisiana, Mississippi, South Carolina, South Dakota and Texas — recorded more monthly abortions in 2025 than in 2022 before Dobbs, the report said.
The group urged the Trump administration to reverse the FDA policy, rescind a Biden-era Justice Department memo on the Comstock Act and crack down on interstate mailing of abortion drugs.
The report said 22 states and Washington, D.C., now have some form of shield law, with #WeCount identifying 169,000 shield-law abortions into restrictive states in 2025 alone.
