Fourteen to 15 FBI field offices are now working the case, which Raia said began with a tip from Proper's mother and has exposed the bureau's difficulty penetrating encrypted platforms such as Signal, Telegram and SimpleX.
Court filings also suggest the network may have discussed a July 3 FIFA World Cup match in Kansas City, underscoring FBI concerns about small online-organized cells using drones and other commercially available tools.
