$2.5 billion in agreements signed in Canberra lock in Canada's purchase of an Arctic Over-the-Horizon Radar system from Australia and BAE Systems Australia, with the first unit due to enter service by 2029.
The A-OTHR system will place transmitting and receiving stations in Ontario's Kawartha Lakes region to help NORAD track aircraft and lone-flying missile threats over the Far North.
BAE Systems Australia also signed an industrial benefits package requiring investment in Canada's defence sector, and Ottawa said construction should support 2,270 jobs annually from 2026 to 2033.
The deal covers the first of two planned Arctic radar units; a second Polar Over-the-Horizon Radar installation is still planned for a classified site in the High Arctic.
Carney had put the broader radar program at C$6 billion last year, underscoring Canada's wider push to strengthen Arctic surveillance and communications.
