Los Angeles itself is the ultimate financial backstop if the 2028 Olympics run a deficit. Under the host-city and related support agreements, the city is responsible for the first $270 million in overruns. But if losses go beyond that combined $540 million, Los Angeles is again responsible for the rest. That is why city officials have treated recent World Cup matches at SoFi Stadium as a practical test for Olympic operations, especially transportation, security and crowd management. The concern is not only whether LA can stage the Games smoothly, but whether it can avoid extraordinary public costs that could fall back on taxpayers. The risk is significant because the Olympics will be much larger than the World Cup matches in Inglewood, with multiple venues operating at once and major demands on transit and policing. Federal money is expected to help, especially for security, but city leaders have warned that outside funding may not cover everything. LA28, the private organizing committee, has said it plans a largely venue-ready Games and has built contingency funds into its budget. Even so, the legal safety net remains the city. That is the core exposure: if LA28’s revenues and reserves are not enough, and state and federal support fall short, Los Angeles taxpayers are the final guarantor.
