Summary
Cyprus led Henley’s 2026 European wealth-mobility rankings with a score of 73.5, ahead of the Netherlands, Portugal and Italy, while the report flagged Italy, Greece and Switzerland as standout magnets for affluent movers.
Italy’s 72.3 score was helped by its flat-tax regime, inheritance rules and EU access; Greece at 70.5 benefited from Spain ending its golden visa and Portugal dropping its property-linked route, while Switzerland at 70.8 drew demand for stability.
The UK, Germany and France ranked lower—68.3, 69.7 and 65.7—and Henley said retention pressure is rising as tax and visa changes spur outbound interest.
UK-address applications to Henley rose 15% between 2024 and 2025, German enquiries climbed 16% from late 2025 to early 2026, and France moved from a top-40 source nationality in 2024 to top 15 in 2026.
Henley said the shift reflects a broader global reordering of wealth mobility, though critics including tax expert Dan Neidle questioned the robustness of the firm’s migration data.
